I tried to find some information on SIM SP4 but have not been successful. Can anyone tell me what issues this addresses or what functionality it adds?
I've seen several posts regarding problems with SP4. I am trying to decide if it is worth upgrading from SP3.
Any information you can provide about SP4 will be greatly appreciated.

From my perspective, the major SP4 fix (on a Windows CMS) was that it fixed a problem where the green check mark in the MP column did not appear for servers with a RIB card, even though the RIB entry was associated with the server. However there are a couple of folks who say SP4 caused another problem:

Upgrading to SP4 fixed that for me. I had a problem after upgrading to SP4 where the web interface would not come up. That was because I did not install SIM in the default location (C:\Program Files\...) - I customized that path. The resolution was simple and documented here:
