SSH auth CTR Ciphers

We are in a DoD enclave and are required on our RHEL5 servers to only use the following ciphers:

 

 aes256-ctr,aes192-ctr,aes128-ctr

 

using mxcipher and altering the SecuritySettings.props i have tried setting ctr ciphers with no avail.  Does it allow for CTR Ciphers?  Has anyone successfully set them.
