System lists show all systems, regardless of specified criteria

Despite any criteria I enter for a custom system list, once saved, it displays all systems.

what sort of a list do you want to create? what is the criteria that you are specifying?

Forgive me if I was not clear.

Any new system list I create (System Lists > Customize > New List) with any criteria (system name, location, system type, product name, etc starts with, does not start with, ends with, contains, does not contain, etc) displays all systems, not the filtered list, once saved and clicked on in the System Lists window.
