I am trying to setup trust by certificate between the a server with systems insight manager installed and the local web agent installed on the same server but no matter what i try it always asks for the administrator password, can this be done? any suggestions?

At what point are you being asked for a password? Are we talking about the initial login to the :2301\:2381 web page?
