Unable to install VPM

I am unable to install VPM 1.0.

"The Vulnerability and Patch Management installer does not support this OS language. Consult documentation for supported OS languages."

The server is the same server I have installed HP SIM 4.2 SP1 on and are installed with Windows Server 2003 Standard Edition English language.
OpenSSH and HP SIM works fine.
I am using SQL Server 2000 Standard Edition on a separate dedicated database server.

I had the same problem when Language for non-Unicode programs under Regional and Language option was set to Swedish.
When I used US English it installed properly.

With VPM 1.1 from Management 7.30 this problem is solved.

The VPM installation still has problem when installing on multithread servers runing Windows 2003 SP1.
The workaround is to disable multithread in BIOS.
