Unable to load/download PSP 7.9 w2k

HPSIM 5.1 with SP1, build version C.05.01.00.02 on Windows 2003.

VCRM version 2.1 (current) is installed on this server and has been reinstalled.

PSP 7.9 for w2k is not downloading.

Is there a way I can force this. I have tried to copy the files manually in to the respository and run a scan but this does not work either.

The last and final PSP for Windows 2000 was 7.6. There is not a PSP 7.9 for Windows 2000.
