I want to use this as it is supposed to fix the problem with nonexistent hardware reporting that the drivers are out of date.

then run cpqsetup.exe.
Earlier in the same file, the human-readable descriptions cite Windows 2000 as a supported OS, so there's clearly a mismatch of some sort.
