Version Control Manager - Part 2

Okay so now I have a completely hosed system I cannot get the version Control Manager to work at all !!!, I cannot get any client of any sort to talk to the VCM.
I get all manner of errors (none of which are in any hp help file or pdf).

"The Version Control Agent encountered an error while obtaining the software and firmware inventory."
