What MIB controls the system unreachable and system reachable warnings in HP SIM?

MIBs define SNMP traps. HP SIM bases reachable and unreachable on status polls, not SNMP traps.

Is there any way I can be notified by email of when a system becomes reachable again after it is unreachable?

System is Reachable events are generated - they're listed as a "Normal" severity event. Which is why typical default event handlers picking up Critical/Major events will not catch them.

If you create a new Event Handler, select Event Type is and then drill down to Systems Insight Manager Events and select the actual System is reachable event.
