Can ilo4 work without CPU and memory?
It seems that ML30 gen9 server is not working, and it can't be seen in the route. Web doesn't work either, and ilo3 used by my other server can work without CPU and memory.

Kindly refer below document and make sure the ILO configured correctly

Perform the server power drain and verify
You can update the server BIOS and ILO firmware to the latest and check
If issue persist, log a support case with HPE for further investigation
