Hot Pluggable HD status lights and SCSI Controller

Is it normal that the status lights of a Hot Pluggable harddisk do not light up when the disks are connected to the internal SCSI controller and not to a smart array controller? Server is a HP proliant 1600.

Just replaced the backpane and nothing has changed. Only the arrow lights seem to work.
