HP Proliant DL20 gen 10 questions

I'm looking at getting one of the gen 10 dl20 but was unsure if the cheaper options that don't come with hard drives if they ship with just the blanks to cover the drive bays or if they come with the sleds so that drives can be installed out of the box or if they had to be purchased separately. Also for expansions cards does it come with everything (brackets, risers, etc) that are needed install pcie cards. This server will be used for virtualization in my home lab with ESXi 6.7 and some network cards.
