ilo 5 federation

How do I setup iLO federation.  I have the default group with only login selected,  iLO federation is enabled along with multicast but I am not seeing any other iLO IPs in the group.  All my iLO have the default group.  I am using the standard license/

I have never setup iLO federation before,.   iLO federation should just work about of the box?  Or do i need a license?  According to HPE iLO Licensing - Standard and Licensed Features on ProLiant Gen9 and Gen8 Servers iLO discovery comes with standard.  I am think (since I am not seeing any devices on ilo federation except the localhost) that my network is blocking Multicast Discovery?
