Server 2019 USB install with VROC

Hello, I am trying to install Server 2019 on a HPE ML30 server with VROC. 

I have the raid built and partitioned. But I can not get the USB drive to boot to the install file. 

I have been told Provisioning will not work so I have been trying to install it manually with no luck. 

What am I missing?

Turns out redoing the Rufus format and moving it to front USB port worked!
