Hi Daniel,
The workgroup edition is licensed at a lesser level than the standard edition and is therefore less expensive to HP and you. Some of the limitations are:
1 - Support only 5 printers
2 - Support only 4 HDDs
3 - Support of 2 NICs
These limitations should be spelled out in the EULA (I admit I have not read them myself).
The above applies to 2003 and 2003 SP1. The R2 version also limits the SharePoint ability of the system and Single Instance Storage.
