This is the first time I’m installing a tape, and without adding the license, I mounted the two drives. I can see that both drives are connected, but the first one shows 'IDLE' while the second is in 'ready' mode. All the LTO drives are displayed, and I printed the barcodes which I attached to the LTO cartridges. The system successfully recognized the barcode labels for only two cartridges.
Is it a license issue, or should it work normally?

No license is needed to activate these drives. As long as they are connected and recognized by the host and the backup application. You can use them both. Ready and Idle are no different and it basically means the device is ready for load and write activity.
Hope this helps.
