Try the following,
To change Level 1 password, on the OCP go to:
Menu>Edit Options>Network>Web level 1 and FTP login
And this to change Level 2 password:
Menu>Edit Options>Network>Web level 2 Login

But you can use the MSLUtil tool via the serial connection:

If you go on the OCP to
menu->password
do you see the levels enabled or disabled?
Disable the level by entering a new password of 0000.
