Creating VLAN
ISP---cisco router---HP4104----2650---LAN 1
| |
W2k3 Server |----LAN 2
I realize that I need to setup a VLAN to create LAN2, but do I need to create that same VLAN on the 4104 as well.

Re: Creating VLAN
If you don't need the Vlan2 on the 4100 and no use for it, then don't create it.
And if you are doing routing between these 2 Vlans on the 2600 then make sure you add a route back on the Cisco router for Vlans.
Good Luck !!!
