It depends on many things:
What was the timespan represented?
Have the drops been evenly distributed?
Is there something that would cause the drops? (with wireless, for example, there tend to be more errors)
Is there a pattern to what is being dropped? (if it is 31 out of 300 DHCP responses that have been dropped then YES there is a problem)
Do you want more than 99.9998087% of your traffic to get through?

In general, I wouldn't worry too much about it.
