If you use the cisco 2821 as the router it is, you need not bother with (R)STP wich refers to switching.

Re: How to set up RSTP for HP switches 2650 which is connecting to cisco 2821
5 HP switches conect to that device.
There is an option on the HP switches enable RSPT in menu.
2)switch configuration->4)spanning tree operation.
We have a problem sometimes with our mitel phones, if somebody plugin 2 cables into it, it creates a network loop, this why I am going to use RSTP to prevent it.
But need some help in order to set up one.

Re: How to set up RSTP for HP switches 2650 which is connecting to cisco 2821
I assume for the mittels you use a tagged vlan and for connected devices an untagged vlan.
And your problem is : Some users connect two lan cables to the mittel; instead of one lan-cable and a PC.
Are both vlan's (and all switches connected to an internal switch in the router?
if so, be aware cisco uses PVST (per vlan spanning-tree) and procurve uses MST (multiple instance spanning-tree).

voice is untagged, data tagged.
normally mitel conects to the hp switch and second socket is using by computer, it works fine.
sometimes users just plug second cable from the nearest socket instead of one from the computer.
all switches have 1 connection to the cisco router.
