Network Interface Output Queue Length is high

My SQL and Windows servers both have a high queue length We've updated the drivers and broke network team yet we still see high queues

Below 15 avg and max was 55
HP NC326i PCIe Dual Port Gigabit Server Adapter)
Output Queue Length 0 15 55 40

Windows 2003 -
psp 8.50
driver 14.2.0.5 driver

Any help out there would be appreciated. Should you need to restart server after breaking a team?
