Some points to think about:
a) Is the win7 box in a different subnet than the 2k3 server? Is the 2k3 box dual-homed?
b) Is there any firewall in between?
c) Did you have a remote client installation of a previous PCM version in the same box earlier?
d) Does the access.txt file at the server have the correct entry for the win7 box?

Looking at the points you have made:
A) The client PC is on the same subnet and not dual homed.
B) There is no firewall between them.
C) This is a new install on the clients from the same version of PCM.
D) The access.txt file on the server, in "Program Files\Hewlett-Packard\PNM\server\config", contains an IP address of my windows7 client.
I'm guessing that it is purely a windows 7 issue then?

SolutionYes, as mentioned Win7 remote client is not yet supported - this might possibly be added in coming releases..
Try this workaround if you still want to brave it :)
a) Right click the shortcut which launches the PCM client
b)Go to "Shortcut" tab and click "Advanced"
c)Check the "Run as Administrator" and click ok.
Now try launching the client

That has worked. :)
When i ran it as admin, it downloaded the cklient and installed an upgrade to the client software. I had to close the app and re-open and it works fine. It now runs as a normal user (without having to do "run as admin") It must have been trying to install something the first time round.
