Using SNMP to update switches

I have 3500 HP switches of various models on my network (all managed). I need to push new settings such as TACACS, new secret, and SNMP string. What is the recommend method? Can PCM handle this (seems not)? Is scripting prefered?

You should able to do this with PCM policies, and/or the CLI wizard within it.
