like you can make an http-connection (port-80) and a telnet connection (port 23) you can make a ssh connection (port 22?).
use an application like putty for this.
this will address another listener process at the switch and therefor maybe this will allow connection.
when logged in at the switch you can do further troubleshooting for the telnet problem.
apart from that check for double ip-adresses on your network wich may cause the telnet connection to fail!
maybe even the "trouble with pty" is not a message from the procurve switch but some other device on your network!!!
wich would explain the questionmarks at HP.
