User level not working with public key authentication on 3com 4210

Hello, I am trying to configure user level 3 for some users on my 3com 4210. Users have permitted both password and public key authentication via ssh. I configured level 3 for these users. But users have level 3 only when then login via their password. Level 3 is ignored when they login via their keys. Can I set user level for public key authentication?
