There is no single tool.

There's a family of tools, that all begin with 'redhat-*' for various different aspects of the system configuration.

i.e.

There's also "setup" utility ,which looks much like the linuxconf (includes smaller list of utilities though).

use any of the redhat-config-* tools that come with redhat 9, or take a shot at webmin ( http://www.webmin.com/ ).
