Routing VoIP VLANs over Layer 3

I have seen similar posts but have not found a clear answer so I apologise if this is a repeat.  I just inherated a network and feel like I am missing something.  We use ATT&T Opt-E-Man which limites the MAC address to 50 for the connection or you have to pay.  I have a VoIP vendor who insists on using the same VLAN across remote sites.  Upon exam the VLAN is at the remote site but it does not work.  There is something staring me in the face but I can't see it.  What am I missing?  I have attached a image of the current layout as it stands.
