1810g-24 GBIC's not working

I have two identicle 1810g switches, purchased (2) authentic HP GBIC's and for the life of me, the GBIC link will not come up.  I did a flash-light test to make sure there were no breaks in the fiber end patch cable to end patch cable...

 

The switches meet the requirements, switch is running 1.17 (latest firmware)

J9450A - Procurve 1810

J4858C - GBIC
