PCM is end of life, the suggested replacement product is IMC. https://techlibrary.hpe.com/docs/products/eos/PCM_Plus_End_of_Sale_Announcement.pdf
If you still think you need it, you can check if it's still available from here - https://h10145.www1.hpe.com/support/SupportLookUp.aspx Just type 'PCM' in the 'Enter Search Information' field and choose appropriate version. Then click on 'Software Downloads' to go to the downloads page.
