2003+4gb memory+ /PAE

OS: 2003
Memory is added to 4gb, sees 3.5gb in system
Add /PAE has 3.5GB only,why?
Did not appear before.

It is known behavoiur of Intel chipset with PCI Express support.

It can be resoled though I believe:
