2003 What should I get for Lic if I have a NT 4 server to be replaced

Hi Everyone

I have a domain controller 2003 server that has 160 users. I am going to retire a NT 4 server. How can I find out how many user licenses to get for another 2003 that will replace the NT 4 server.
