adding a second CPU to ML 370 G5 server

i have a brand new ML370 G5 server 417444-421. Has redandant power supply and all three redandant fans installed. when i add a second cpu identical with first one server starts, all fans are working in full speed and stay in this condtition. Nothing is displayed. i try moving the new processor to the place of the first one and works o.k also power regulator is o.k.
any ones nows why this is happening?
