Cannot change time, do hardware check ...as admin on win2003

Hi all,

I have very strange issue, on my win2003 server I have administrator privileges and in last two days ( and now ) I cannot change time, hardware check...I am confused because if I am admin I should be able to do that.
I can log in to machine.
Can you please if someone have some experience related to this strange issue and can suggest what and where to look it would be very helpful.

Well, Any special Group policy that you may have applied which is applicable to admins too ?? Or someone has this right to apply GP?

If you have not applied any GP; ask the one engineer/administrator who looks after the Active Directory part in you company; He would be able to answer you better.

You can download and install the 'friendly' Group Policy Editor from Microsoft. That will at least let you see what policies are there and where they are connected. Here's the link to the program for Windows 2003 and XP:
