Oracle Memory Restriction

I am unable to use more than 1GB Memory for any process that Oracle Executes. I have tried using the "/pae" switch but still at startup of the database I receive the insufficient memory error.

You didn't state your Oracle version and patch level, but this may give you a starting point:
