I think you can just install certificate (one-time operation)

Solution
Hi,
If you want to be able to connect with OWA to your Exchange server from any PC on the internet a 3.rd party certificate is usually best.
http://support.microsoft.com/kb/823024/en-us
If you combine with ISA server - I think one official certificate for the ISA server is all that you need:
http://www.msexchange.org/tutorials/pubowa2003part2.html
If you install your own root CA (Certificate authority) it is possible to configure domain members to autoenroll certificates.
I think this should avoid most popups.
http://technet2.microsoft.com/windowsserver/en/library/d80f275a-997a-467b-877e-ea0622a311641033.mspx
http://www.tacteam.net/isaserverorg/vpnkitbeta2/autoenroll.htm
But getting certificates out in this fashion of course assumes that the clients with OWA are Windows XP (or later) domain members that have the certificates rolled out to them before a VPN connection from the internet becomes necessary.
Finally the above info is with the reservation that I'm not a certificate expert by any measure...
Cheers,
Rune
