Hi Chris,
Check the system log for the error message are you getting.
Also,
The window performance logs and alerts service cannot run if they contain
the SMS counters. Compared to the earlier OS, the performance log and alerts
serivce in windows server 2003 has been changed to run under
"network security" context.
