All errors related to:

"Security Accounts Manager initialization failed because the following error:"

Are related to the Active Directory, see support.microsoft.com.

There is no information specific to the problem that your server has, but all related problems points to Active Directory.

If you don't find an answer, maybe you need to restore the AD information on this domain controller.

If you have access to other domain controller, verify the computer account object for the server that is having problems.

Also, verify if you don't have problems with the DNS server, verify that an A, PTR and SVR Resource Record exists for the domain controller.
