Troubleshooting the error "IM006 - Driver's SQLSetConnectOption failed"

We have a Windows 2003 server trying to connect to a Oracle db and we are getting the following error:

IM006 - Driver's SQLSetConnectOption failed

Does anyone know how to resolve it? We suspect the MS ODBC for Oracle is corrupted or something, does anyone have already seen it?
