Is it possible to install O.S. Windows 2003 server on PC Compaq DC7100 CMT ?

I would consult Microsoft rather than this forum.

I believe it will but how well it runs is going to be determined by how well you meet the OS requirements.

Typically PC's don't have network cards that are robust or have the features that servers do. Check to see if your NIC is 2003 supported, this can fail the install.

Yes, you can.

We have several DC7100 with windows 2003 server. Just use Windows XP drivers.
