On my exchange 2k server I ran ORFEE (Open Relay Filter Enterprise Edition - vamsoft.com) for a while, but I think 2003 has some built in functionality to handle this. I have not had time to play with it as much as I want.
ORFEE is CHEAP.. see attached for a screen shot of the stats page.

As per your suggestion, I downloaded a trial version of ORFEE. And I have some doubts on that, In Configuration->DNS and lookups which dns server ipaddress we should give, whether our ISP Server ipaddress or my DNS Server Ipaddress.

I simply put in my DNS servers address. I would think that you can put in any DNS server address that you know, the only drawback is if you use yours... you might increase it's activity. As you can see from the stats image I have DNS resolution enabled. You don't need to have DNS resolution enable for ORFEE to work.
As for Exchange 2003, again, I have not played much with it so I am not sure how, but ORFEE would surely work with 2003 as well for the time being at least.
