Can't change password on NT4 with Support Pack 6.3

On some of my NT4-server with Support Pack 6.3 I can't change password, choose change password and comes to a new login and then choose change password and comes to a new login (goes round) On newer servers with Windows 2000 and newer Support Pack I can change password.

Make sure you have a READ-WRITE community string enabled and SNMP sets...
