Frequently asked questions about Windows Server 2019 client access licenses (CALs)
The recent post, “Everything you need to know about Windows Server 2019 client access licenses (CALs),” sparked a few new questions from readers. Here are their questions and the answers, along with links to more information.
Question: “I have a server that is going to host three virtual operating systems and connect about 10 devices and 15 users. How many CALs do I need to purchase?”
This customer has two choices. They can either purchase 10 Device CALs to cover the devices, or 15 User CALs to cover the users. The Device CALs would allow an unlimited number of users to access the 10 devices, while the User CALs would allow 15 users to access Windows Server® from an unlimited number of devices. While it seems the Device CALs are the best option in this case, the “right” answer depends on, for example, whether the customer anticipates adding either more users or more devices in the near future.
Question: “I need to provide Windows Server 2019 Remote Desktop Service (RDS) access for 22 users. I understand that Windows Server 2019 comes with two Remote Desktop Protocols (RDPs). Does that mean I only need to purchase an additional 20 CALs (four Windows Server 2019 RDS five-user CALs)?”
To answer this question, it’s important to understand that RDP and RDS are different. RDP is part of Windows Server 2019; it’s the protocol that allows remote access to desktops, applications, and an RDP terminal server. The customer is correct that up to two users or devices may access the server software via RDP without requiring either an RDS CAL or a Windows Server CAL, but only for server administration purposes.
RDS enables an authorized user to access virtual desktop infrastructure (VDI), session-based desktops, and applications so they can work from anywhere. That authorization is enabled via RDS CALs, which are available as either RDS User CALs or RDS Device CALs. This customer would need at least 22 User CALs to cover the 22 Users. It’s important to note that both a Windows Server CAL (User or Device) and an RDS CAL (User or Device) are required for remote desktop access.
