We have a C7000 which can't connect via the web browser. Here's what we've observed:
1. We can connect via ssh, login and use all the cli commands
2. We've tried both IE an Firefox with the same results.
3. We've checked the status of the HTTP/HTTPS protocols and they are enabled.
4. We get the same lack of communication from either OA (making the standby active or from the primary active.)
5. We are running FW version 3.0. When I tried to update via the OA FW Flash Utility v1.0.7 and got an error: 1013: SSL connect failed in tcp_connect ()
My opinion is that the tiny OA brains have gotten the HTTP/HTTPS protocol corrupted somehow and to do a reset on one of them to correct this situation. Or replace it with a working OA?
I just can't resolve how both can get one protocol screwed up this way and how to keep them from doing the same thing to a replacement OA.

Solution
browser access problems are often related to proxy and security settings - try to disable the proxy in your browser. Consider to test a direct connection (crossed cable) to the chassis port (between the OAs). Get the internal IP settings from the front panel.

Have you tried to ssh to the OA and get on the command line? You can disable access for a number of protocols in the OA.
