rfc1213_IfInDiscards and high send queues in OS

Hi,

We have a C7000 with 2 Flex10/10D modules in running v4.45. Each module is linked to a cisco nexus 3524 in a active/active setup.

The rfc1213_IfInDiscards keeps increasing even when there is very mimimal traffic going over the uplinks.

any ideas on what would cause this ?. On the blades in the C7000 we see very high send queues through netstat and tcp retransmissions and socket buffer overflows which i think is related to this and is causing our application stack to misbehave.
