Business Copy XP integration with OpenVMS host

I want to drive Business Copy operations, such as snapshot, clone etc. directly from a DCL script in OpenVMS, but Device Manager, and hence the CLI, is not supported on that operating system - anyone managed to automate Business Copy operations from OpenVMS please?
