Only degraded not failed, do I need to replace those? How to change it.

They are only degraded since the charge level is still 100%.
Yes, you should think about replacing them.

HP 3Par T400 BBU is connected to two power supplies of two different node. Does the servicenode start -bat <nodeID> should be for two nodes/power supply where the BBU is connected? So if I am going to replace the Orange (see pic above) BBU, I need to execute servicenode start -bat node1 and servicenode start -bat node3?

If the battery is still fully charged you can change the expiry date.
