Unable to create flash cache. Current state: Removing

We removed flash cache a few days ago and have been moving pd around to new locations in the array.  Now the SLC SSD drives are all in their new homes.  The command createflashcache is giving "Unable to create flash cache. Current state: Removing".

showld does currently show facache ld in the system:

removeflashcache
Are you sure you want to remove the flash cache?

Unable to delete flash cache, already in the middle of removal

Any way to get flashcache running again?  Perhaps a removeld against these?

I've executed removeld against the fcacheld logical disks.  They've been removed but the flash cache state is still "removing."  I'm out of ideas.
