GSP Users

all the gsp users are disabled (except for the first one as admin) - they are left at default actually - no login or password and disabled - yet if I go into the gsp and press return to get passed the login and password I come in at an operator status and am able to restart the system (rs). This bothers me - if all users are disabled they should not be able to do anything - am I going to need to put a password on all 20 of the users to avoid this security risk?

Your theory about the disabled GSP users is not right.
The local console is the only place where you are able to get operator access to the GSP without user and password. It's not possible via modem or LAN console. Someone who is able to get access to the local console do not need to enter an 'rs' to bring the server down, he/she can also pull the power plug.
You do not need to set up all operators with a password. You will get operator access at the local console, no matter what you try.
There is no good troubleshooting with bad data
