Connect of two 1800-24G with J4860C - no link

I want to connect two 1800-24G with J4860C. The distance between them is 17 km, SingleMode fibre.

I get no link between them over this distance. When I take a short cable, I get a link.

The measurement shows an absorbtion of 11dB. the transmit power is 2.3 dBm

Is this wrong or where could be the problem?

I verify that this MGBIC is compatible with this device and it's OK.

Do you have any other possibility to test a different switch model and/or MGBIC to validate the link with L2 traffic ?

Is your F.O. wires from each termination link is OK ?

For distances less than 20km, a 10dB attenuator must be used. For distances between 20km and 40km, a 5dB attenuator must be used. Attenuators can be purchased from most cable vendors.
