It is a customer request to priorize production I/O against test or developpment I/O.

Anyway the customer put this as a prerequired fonctionnality. I think possibly he wants an EMC SAN that implement this and so he reduce the scope of competitors.

I know it can be difficult, but you should try to push back to the customer and state that their prerequisites are not necessarily relevant.
Requesting that an array has a certain amount of cache, is pointless when the way that the array uses that cache can be completely different between different vendors' arrays.
For QoS you *might* be able to do something at the SAN switch level.
